NRCA supports the Strengthening Career and Technical Education for the 21st Century Act (H.R. 2353)

The National Roofing Contractors Association (NRCA) strongly supports the Strengthening Career and Technical Education
for the 21st Century Act (H.R. 2353), legislation to reform and reauthorize the Carl D. Perkins Career and Technical
Education Act of 2006. NRCA urges you to support Senate passage of this much-needed workforce development
Established in 1886, NRCA is one of the nation's oldest trade associations and the voice of professional roofing
contractors worldwide. NRCA's 3,600 member companies represent all segments of the roofing industry, including
contractors, manufacturers, distributors, consultants and other industry employers. NRCA members are typically small,
privately held companies, but our membership includes businesses of all sizes.
Workforce development is one of the most difficult challenges facing NRCA members today, and reforming career and
technical education (CTE) programs that operate under the Perkins Act is critical to helping our members address their
future workforce needs. Given this pressing issue within our membership, NRCA and other associations developed policy
recommendations designed to make CTE programs more responsive to employers' workforce development needs. We are pleased
to see that our recommendations have largely been incorporated into H.R. 2353.
NRCA believes this legislation will provide for more effective engagement between roofing industry employers and
educators in the development of CTE programs in the future. The reforms in this legislation will provide expanded
opportunities for work-based learning and incentives to encourage the development of industry-recognized credentials.
Additionally, we are pleased that the bill will increase authorized funding levels during the next five years.
Again, NRCA strongly supports H.R. 2353 because the reforms in this legislation are critically needed to help our
members address their workforce development needs in the future. NRCA urges you to support Senate passage of H.R.
