NRCA Action Alert: Support Legislation to Improve H-2B Program

Legislation has been introduced in the House and Senate to improve the H-2B seasonal guest worker program, which is critical to many NRCA members who cannot always find local workers to fill job openings during busy seasons. NRCA urges members to contact their senators and representative to urge support for this legislation.

The H-2B program provides an opportunity for businesses to operate at greater capacity, retain their full-time workers, and further contribute to their local and state economies. However, burdensome regulations issued in recent years and outdated provisions have made the program more cumbersome for roofing contractors and other businesses to use cost-effectively.

To address this problem, several lawmakers have introduced the Strengthen Employment and Seasonal Opportunities Now (SEASON) Act. This legislation (H.R. 3918 in the House and S. 2225 in the Senate) makes a number of reforms that will greatly improve the operation of the H-2B program. It streamlines the application process and provides much needed certainty for seasonal employers while preserving important protections for workers. It also would allow for increases in the number of H-2B visas that may be issued in a fiscal year based on economic demand, providing more opportunity for roofing contractors to participate in the program.

Take Action Now

NRCA has endorsed the SEASON Act and is now working to build support for this legislation. NRCA needs your help to communicate the roofing industry's support for this legislation to lawmakers.

Contact your senators and representative and communicate the following points:
  • As one of your constituents, I urge you to cosponsor the Strengthen Employment and Seasonal Opportunities Now (SEASON) Act (HR 3918 in House or S. 2225 in Senate).
  • The H-2B program provides an opportunity for my business to operate at a greater capacity, retain full-time workers and contribute to the local economy.
  • However, burdensome regulations issued recently and outdated limitations on the number of visas available have made the program more cumbersome and costly for businesses.
  • The SEASON Act will streamline and reform the program so it is easier for employers to participate while retaining protections for workers. Without this relief, my company may not have access to needed seasonal workers in 2016.
