House approves regulatory reforms to reduce burden on businesses
On July 26, the House of Representatives approved the Red Tape Reduction and Small Business Jobs Creation Act (H.R. 4078), legislation strongly supported by NRCA. The bill contains a series of regulatory reforms designed to reduce the burden of regulations on businesses. The bill passed the House on a bipartisan vote of 245-172.
H.R. 4078 includes legislation authored by former NRCA president Rep. Reid Ribble (R-Wis.), the Midnight Rule Relief Act, which would prohibit new economically significant regulations from being issued by federal agencies between Election Day and Inauguration Day. The broader package of reforms also streamlines federal permitting processes and provides greater transparency on the "sue and settle" process abused by federal agencies to the disadvantage of employers. These reforms will make the federal regulatory process more transparent, efficient and workable for businesses.
Although it is unlikely the Senate will take up this legislation in 2012, NRCA believes House approval now begins laying the foundation for bipartisan cooperation on comprehensive regulatory reform in 2013. The prospects for progress in 2013 will depend on the outcome of the 2012 elections.
