NRCA senior vice president testifies before House Small Business Committee
NRCA Senior Vice President Rob McNamara, president of F.J.A. Christiansen Roofing Co. Inc., Milwaukee, a Tecta America company, testified April 29 before the House Small Business Committee regarding the issue of climate change legislation, which is expected to be considered by Congress soon. McNamara will begin serving as NRCA president June 1.
During his testimony, McNamara told members of the committee that the "roofing industry is uniquely positioned to play a significant role in developing innovative solutions to climate change and energy-related issues now being addressed by Congress." He then discussed how various types of energy-efficient roof systems and renewable-energy production can help address climate change issues.
McNamara also noted that NRCA has serious concerns about potential effects on the roofing industry of increased energy costs that would result from climate change legislation now being considered by Congress, as well as a recent decision by the U.S. Environmental Protection Agency to regulate greenhouse gases. He urged Congress to "remember that higher costs will have to be passed on to consumers, and this could inhibit the growth of our industry and adoption of more energy-efficient roofing."
Finally, McNamara urged Congress to support the Green Roofing Energy Efficiency Tax Act (H.R. 426), which is legislation NRCA has developed that would reduce the depreciation schedule for qualifying energy-efficient commercial roof systems from 39 years to 20 years, as one step that can help address climate change. This legislation would accelerate demand for energy-efficient roof systems and help conserve energy and reduce carbon emissions from commercial buildings.
