Action Alert: Unacceptable Health Care Legislation Moving in U.S. House

On Oct. 30, the America's Affordable Health Choices Act of 2009 (H.R. 3962) was
introduced in the House of Representatives. The Democratic leadership has indicated
it intends to bring the legislation to the House floor for a vote on Saturday, Nov.
7. NRCA urges all members to contact their representatives in Congress to register
strong opposition to this legislation.
The enactment of legislation to expand access to affordable health insurance, particularly
for small and midsized businesses, has been a priority for NRCA for many years.
Unfortunately, H.R. 3962 contains a massive expansion of government programs and
new mandates rather than implementing reforms of the private health care system
that NRCA has been advocating.
NRCA and the Small Business Coalition for Affordable Healthcare believe H.R. 3962
will increase health insurance costs for most employers and small businesses in
particular. The Wall Street Journal says the cost of health insurance will
"skyrocket" under this legislation.
H.R. 3962 not only fails to lower health care costs, it also would increase taxes
on many small employersour nation's primary job creators. The nonpartisan
Congressional Budget Office estimates the bill will impose $167 billion in new "penalties"
paid by employers and individuals.
Contact your representative and urge him or her to oppose H.R. 3962 because:
It contains a destructive employer mandate with a punitive payroll tax of up to
8 percent for most employers who do not provide newly specified levels of
"benefit rich" coverage to employees.
It fails to provide meaningful reform to many small businesses that now have great
difficulty in finding affordable health insurance coverage.
The government-run "public" health plan will destabilize the private system and
shift costs to the private sector in inefficient ways, hurting affordability and
It contains $572 billion in new taxes on many small businesses at a time when entrepreneurs
are struggling to find access to capital to sustain or expand their businesses.

H.R. 3962 Suggested Script for Calls to U.S. Representatives
Hello, my name is _________, and I am a small business owner in (city, state).
I am calling (insert representative's name) to ask that he/she oppose the America's
Affordable Health Choices Act of 2009 (H.R. 3962). This legislation fails to address
the core challenge facing small businesses-rising health care costs.
I do not support legislation that combines a destructive employer mandate and a
punitive payroll tax on the small businesses that can least afford it. This approach
will make it even harder for me to invest in my business and create new jobs.
I completely agree that something needs to be done to improve the system. But this
bill doesn't enact the solutions that make health care more affordable for small
business and instead saddles small-business owners with new taxes, new mandates
and hinders job growth and business success–exactly what we don't need in a time
when unemployment is at a 25-year high!
As a constituent and contributor to our local economy, I ask (insert representative's
name) to oppose H.R. 3962 and instead construct a bill that leads to lower health care
costs, more choice and greater competition for private insurance.
