During 2011, NRCA's Executive Committee refined the data and input that had gone
into the strategic planning process and developed the following action plan for
the next three years. The plan centers on three key categories, but it should be
noted that the Executive Committee does not intend the work of the association to
be limited to these categories.
Core ideology describes an organization's consistent identity that transcends all
changes related to its relevant environment. Core ideology consists of two elements:
core purposethe organization's reason for beingand core valuesessential
and enduring principles that guide the behavior of an organization.
Core Purpose:
NRCA informs and assists the roofing industry, acts as its principal advocate and
helps members in serving their customers. Acting as the industry's steward, NRCA
continually strives to enhance every aspect of the roofing industry.
The envisioned future conveys a concrete yet unrealized vision for the organization.
It consists of a big, hairy, audacious goal (BHAG)a clear and compelling catalyst
that serves as a focal point for effort and a vivid description that is a vibrant
and engaging description of what it will be like to achieve the BHAG.

NRCA members are recognized and consulted within the commercial and residential
construction industry for all decisions associated with the roof. Building owners
and designers seek roofing contractors' advice in the early stages of new construction
and renovations. Roofing contractors are viewed as the skilled experts with the
necessary product and installation knowledge to construct, maintain and replace
all roof system components. Roofing is a sought-after career choice within the construction
industry. In addition to traditional roofing products and services, the roofing
contractor is the contractor of choice for solar installation and vegetative roof
systems. NRCA's respected and influential leadership is instrumental in shaping
the future for all aspects of the roofing industry. From manufacturers to distributors
to contractors, NRCA is recognized for its technical expertise, setting industry
standards, influencing industry innovation, up-to-date skills training and career-enhancing
professional development. Manufacturers look to NRCA for guidance regarding new
product development; legislative and regulatory decision makers seek the association's
advice before making decisions; and roofing contractors recognize the benefits of
membership as essential to their success. NRCA is leading the way in shaping and
expanding the role of roofing professionals to meet the ever-changing global demand

Goals represent outcome-oriented statements intended to guide and measure the organization's
future success. The achievement of each goal will move the organization toward the
realization of its "envisioned future." Supporting objectives further clarify direction
and describe what the organization wants to have happen. In other words, goals need
to be descriptive statements of what constitutes success in measurable terms.
Certification
Goal: NRCA will make a decision whether to implement a certification program to
elevate the professional competencies of roofing contractors.
Objectives:
Enhance understanding of member needs
Collect data and examine alternative models.
Establish and fully enhance understanding of the resource implications and value.
Enhance NRCA's board of director's knowledge to make a decision.
Codes and Standards
Goal: NRCA is the most influential participant in the development and review of
codes and standards affecting the roofing industry.
Objectives:
Increase awareness and educate association members about the cost implications associated
with the green building code.
Increase NRCA's influence on OSHA and other regulatory agencies.
Increase roofing industry (e.g., manufacturers, consultants, contractors) involvement
in the development of codes and standards.
Technical Expertise
Goal: NRCA is referenced as a technical resource for emerging technologies related
to the roof.
Objectives:
Increase standards and regulations related to the roof under PV systems.
Advance research on existing PV systems.
Legislative and Regulatory Advocacy
Goal: NRCA will proactively work with legislators and regulatory agencies before,
during and after the legislative process, helping to favorably shape laws and regulations.
Objectives:
Increase staff dedicated to regulatory affairs.
Increase ROOFPAC contributions to $500,000 per election cycle in five years.
Increase grassroots involvement of members at the state and local level to raise
awareness.
Promote Professionalism
Goal: Consumers identify NRCA and its members with quality, safety and reliability.

Increase consumer awareness of NRCA members as quality, safety-conscious and reliable
