The Hazardous Waste Management and Minimization Program under the Resource Conservation
and Recovery Act of 1976 has been developed by NRCA, D.C. Taylor Co. and Howard
R. Green Engineering Co. to assist roofing contractors with regulatory compliance
applicable to hazardous waste generated from roofing projects.

This guide provides a concise explanation of the federal regulations administered
by the Environmental Protection Agency (EPA) with respect to roofing materials that
may be classified as hazardous waste. It also is a resource for roofing contractors
to use in determining whether products they use are subject to federal environmental
provisions. Contact addresses and telephone numbers are provided for regional EPA
offices, state environmental agencies, and national and local spill-response agencies.
Pertinent EPA forms to use in managing hazardous waste are included. Toolbox Talks
have been developed and are included; they address specific hazardous waste issues
confronting shop and field personnel within a roofing company.
