Abstract
On April 19, 2007 the U.S. EPA, the Natural Resources Defense Council, the National Association of Clean Water Agencies, the Low Impact Development Center, and the Association of State and Interstate Water Pollution Control Authorities, signed a statement of intent to develop and implement an action plan to research and promote green infrastructure technologies as a way to manage wet weather. This multi-faceted action plan addresses efforts in 7 broad areas: research; outreach and communications; Clean Water Act regulatory support; tools; demonstrations and recognition; partnerships and promotion. This paper discuses objectives in all of these areas, but will especially focus on policy efforts in the National Pollutant Discharge Elimination Systems (NPDES) program to more easily facilitate green technologies, such as green roofs, as integral parts of long term control plans for CSOs and stormwater management programs.
