Abstract
A case for green building and development focusing on Energy Efficiency and Environmental Design can be made from the standpoint of economics. That is, current evidence in the marketplace shows a growing interest by a growing majority of consumers who have been taught environmental conciseness. In addition to buying with an ear towards environment, teaching their offspring – Generation X has become the majority economic engine driving this evolving “Green” marketplace. This same consumer base is replacing our older citizens as the primary buying market in the great state of Illinois as well. Several commercial and Federal case studies have documented evidence that through sound environmental procurement and energy efficiency measures, government can save monies by consuming less natural resources, electricity & gas at the site and source energy power sources. In turn improving both environmental conditions statewide by reducing emissions produced by power plants and reducing operations and maintenance budgets statewide. Through this strategy alone, various Federal agencies have been able to reduce 0 & M and shift these savings to program costs, in turn, continuing the status quo long term, somewhat avoiding and/or protecting risks associated with budget cuts. Consequently, the cost of doing business is cheaper. The attached Case Study is one example of several whose work has been either guided and monitored using the Environmental Performance Rating System, LEED, version 2.0 and has been registered to achieve LEED certification. Also included below is a brief study on current construction related costs this analyst has come across involving Environmental or Sustainable Design.
