NRCA issues Action Alert regarding H-2B visas

NRCA has issued an Action Alert asking NRCA members to urge their members of Congress to co-sponsor H.R. 3897, the H-2B Returning Worker Exception Act, which would create a permanent H-2B returning worker cap exemption and include program efficiency and integrity measures.

As the roofing industry’s workforce shortage becomes more severe, it is vital Congress pass the H-2B Returning Worker Exception Act. The legislation would exempt workers who have been admitted to work in the U.S. on an H-2B visa during one of the past three fiscal years from the 66,000 annual H-2B cap; require the Labor, Homeland Security and State departments to create a single online filing system that would eliminate paper documents that can cause costly delays; require DOL to maintain an online job registry; and include program integrity measures and increase the maximum penalties that could be levied against employers who willingly and repeatedly violate the program’s requirements.

NRCA urges all members to reach out to their members of Congress to co-sponsor H.R. 3897.
