Rep. Mike Johnson is elected speaker of the House
On Oct. 25, Rep. Mike Johnson (R-La.) was elected speaker of the House. His name may be familiar because Johnson spoke to Roofing Day in D.C. 2022 attendees and has supported career and technical education and small-business tax growth during his time in Congress, including co-sponsorship of the Main Street Tax Certainty Act.
In a letter to his colleagues, Johnson outlined his vision for the remainder of Congress, including a short-term funding bill that would expire either Jan. 15 or April 15. Current funding expires Nov. 14. His ambitious schedule includes passing a resolution condemning Hamas; passing the remaining appropriations bill through the house by Nov. 13; and having all 12 bills signed into law before the short-term extension expires. He also hopes to begin formal conference negotiations regarding the fiscal year 2024 National Defense Authorization Act, negotiate a Federal Aviation Administration bill and pass a Farm Bill before the end of the year.

Applications now available for 48(e) Low-Income Communities Bonus Credit Program
On Oct. 19, the Department of the Treasury, Department of Energy and IRS announced applications are available for the Low-Income Communities Bonus Credit Program. Eligible applicants now can apply to receive a 10- or 20-percentage-point boost to the energy investment tax credit for qualified solar or wind facilities in low-income communities or on tribal land, that are part of affordable housing developments, or benefit low-income households.
To allow the public time to prepare competitive applications, all applications received within the first 30 days (Oct. 19 through Nov. 18) will be treated as having been received at the same time. After the first 30 days, applications will be accepted and reviewed on a rolling basis while capacity remains through early 2024.
